سيد جلال جيلاني مبروك العدوى من مواليد قرية بنى عديات بمحافطة أسيوط عام 1901م ، وقبل أن يبلغ سيد جلال عامه الخامس كان يعيش يتيمًا بعد وفاة والديه، كفله خاله وأدخله كتاب القرية وحفظ القرآن وهو فى سن السابعة ،لم يشأ أن يكون عبئا على خاله وكان له من الابناء عشرة فقرر ان يبدأ حياته فى القاهرة ليقيم لدى أحد أقاربه ببولاق أبو العلا، الذي ساعده في أن يكون عاملًا في أحد المخابز ، حيث كان يوزع الخبز على دراجته للمحلات والمطاعم ، وقبل أن يتم سنواته العشرين قرر سيد جلال أن يغادر القاهرة ، ليلتحق بالعمل ساعيًا في إحدى الشركات اليونانية ببورسعيد، وبعد عدة سنوات استطاع أن يتعلم العديد من اللغات التي اكتسبها من خلال عملاء الشركة.
في سنوات قليلة أصبح سيد جلال من كبار المصدرين والمستوردين في مصر وأن يلعب دورا هائلا في الحياة السياسية وأن يكون نائبا في مجلس الأمة سنة 1945 وأن يرتبط اسمه بدائرة باب الشعرية علي مدي سنوات عديدة.
كانت مصر على مدار سنوات تقر بالبغاء وذلك لأن الإحتلال الإنجليزي يعتمد دائما مبدأ إنشر كل ما هو سيئ في المجتمع الذي يحتله وهو كان يصيب مصر بالعار ، فهي دولة الأزهر الشريف .
ولكن بعد جهاد لمدة 6 سنوات تمكن هذا النائب البرلماني أن يمسح العار عن مصر وأن يجعل البرلمان يصدر قراره بإلغاء ممارسة البغاء ، إنه النائب البرلماني سيد جلال والذي لقب فيما بعد بشيخ البرلمانيين
فقد كان سيد جلال يواجه صعوبة في تنفيذ الحكم من قبل الحكومة التي كانت تؤيد الدعارة في مصر حينها ولكنه لجأ إلى حيلة قوية وذكية جدا ليقنع الوزير المختص بإتخاذ القرار وهو وزير الشئون الإجتماعية آنذاك ويدعي جلال فهيم باشا .
يروي تلك القصة هو الشيخ محمد متولي الشعراوي الذي كان يعتبر صديق سيد جلال وكان سيد جلال يتردد عليه في منزله في الحسين كل يوم وقد حكي عن سيد جلال هذا الموقف الطريف حينما أقنع وزير الشئون الاجتماعية بان يأتي إلى دائرته بباب الشعرية ليفتتح مدرسة سيكون النائب سيد جلال بانشائها وكانت دائرة باب الشعرية بها شارع كلوت بك الذي يعتبر أشهر شارع للعاهرات والذي كان يعتبره وصمة عار له شخصيا بصفته نائبا عن تلك الدائرة وبالفعل
وافق الوزير على الحضور لدائرة سيد جلال من أجل إفتتاح تلك المدرسة ولكن كان سيد جلال قد خطط له “مقلب” إذا اتفق مع سائق الحنطور الذي كان سيستقله الوزير جلال فهيم أن يدخل بالوزير لشارع كلوت بك وأن يسير ببطء وهو ما حدث .
فقد تعرض الوزير لدعوات من العاهرات إذ فكرن أنه أحد الزبائن الأثرياء وتعرض الوزير للإمتهان من العاهرات ومزقت ملابسه وسقط طربوشه حتي استطاع أن يخرج من هذا الشارع وهو يوجه السباب والشتائم لسيد جلال بسبب ما فعله به
ولكنه بعد ذلك بأيام قليلة قرر إصدار قرار بمنع الدعارة في مصر وهو القرار الذي غسل عار مصر لسنوات طويلة وليس ذلك فقط ، فحينما دخل سيد جلال للوزير بعد القرار اخبره سيد جلال انه سعيد بشجاعته لاتخاذ هذا القرار الذي أعاد كرامة مصر مرة أخري ولكن الوزير اتهم سيد جلال بانه دبر له هذا المقلب .
نائب أخر يطلب إعادة الدعارة وموقف سيد جلال منه :
وبعد إقرار قانون منع البغاء في مصر كان هناك أحد النواب من مدينة الأسكندرية كان يريد أن يعيد البغاء مرة أخري لمصر وذلك من خلال البرلمان وكان لديه مبررات واهية وليست قوية إذا أدعي أن الشباب سينتشر بينهم الأمراض السرية وانه يمكن وضع العاهرات كلهن في مكان واحد ويخضعن للكشف الطبي ويكون بذلك سببا في تخفيف الكبت عن الشباب وفتح له أماكن للدعارة و الغريب أنه عدد لا بأس به من النواب وافقوه ولكن سيد جلال كان له رأي أخر ليدافع به عن ما حققه من نجاح من إلغاء ممارسة الدعارة في مصر .
فكان رده بالأدلة والأرقام حينما كشف أن الأمراض تنتشر اكثر في الدول التي تسمح بممارسة البغاء على عكس غيرها من الدول التي ترفض ذلك وذلك استنادا على مؤتمرات طبية عالمية ثم توجه إلى النائب الذي طلب ممارسة البغاء وأخبره بأن يسمح بـ5 من نساء أسرته ليقوموا بهذا المشروع أولا طالما أنه يري أن عودة البغاء سيحمي الشباب مما جعل النائب يصمت للأبد من الحرج ويخرج من القاعة .
